A grievance issue can be defined be as:
A matter submitted by a worker in respect of any measure or situation which directly affects, or may affect the conditions of employment in the undertaking, when that measure situation appears contrary to the provisions of an applicable collective agreement or a contract of employment, to work rules, or laws or regulations, or to the custom or usage of the occupation.
The definition is very broad and is sometimes used imprecisely in a way that conflates individual and collective issues. However, while individual grievances can sometimes lead to collective disputes, there are important differences. Thomson and Murray, for example, define disputes as issues about which employees collectively propose a significant change to the status quo.
